Title III


The Title III Strengthing Historically Black Colleges and Universities Program provides financial assistance to establish or strengthen the physical plants, financial and institutional management, fiscal stability, student access, academic quality and resources, and endowments of Historically Black Colleges and Universities (HBCUs) so that they may continue to participate in fulfilling the goal of equal educational opportunities.

To be eligible to receive a grant under the Strengthening HBCU program, an institution must be designated by the Secretary of the U.S. Department of Education as a Historically Black College or University. The Higher Education Act of 1964, as amended, defines an HBCU as an institution established prior to 1964 whose principal mission was, and is, the education of African Americans.

The Title III Program encompasses the following activities:

Faculty, Staff & Management Development : This activity proposes to strengthen management by providing opportunities for faculty to pursue advanced degrees to meet accrediting standards for instruction, in-service training utilizing the latest technology (hardware and software), staff development (consisting of on-and-off campus training), administrative management development (consisting of on-and-off campus working sessions), as well as other areas of need.

Development : This activity has two focuses: (1) increasing the donor base; and (2) increasing the university's endowment corpus.

Technology in the Classroom Environment : This activity proposes to provide visual learning experiences to student each semester and provide visual and auditory tutelage and instruction for students each year.

Renovations : This activity proposes to provide additional learning areas for students, bring together areas of common usage that are currently located in different buildings across campus, and establish a physical environment conducive to cultivating donors.  Simultaneously, newly renovated areas will comply with the American Disability Act.

Academics / Teaching & Learning : This activity proposes to (1) increase the number of teachers who demonstrate improved teaching strategies and academics assessment, and (2) increase student enrollment and graduation rates by providing counseling, academic advising and guidance, and monitoring thier progress, in collaboration with their departmental advisors after the exit University College.
